Paul Rainey

Partner | Gallatin Public Affairs

For more than 2o years, Paul Rainey has been at the center of the biggest policy and political debates of the Oregon Legislature – as a senior staff member, political operative and lobbyist. He’s well-versed in the inner workings of the Capitol and state government. From helping Oregon arts organizations secure $20 million in post-pandemic funding to protecting housing funds earmarked for community organizations to advancing policies to support renewable energy, Paul understands how to build coalitions and navigate the legislative process.

Prior to joining Gallatin, Paul served as the top staffer to the Republican Caucus in the State Senate, advising members on policy, communications and legislative procedure. Earlier in his career, Paul managed the passage of a statewide ballot measure to prevent real estate transfer taxes and a local ballot measure to expand access to local health care.

Paul and his wife live in Portland with their two children where he enjoys spending time outdoors and is an avid sports fan.
